The article deals with approaches to administrative and territorial division of the state, including the criteria of intrusion, regulation and federalism (on a basis of some certain ideas of the Russian Federation reforming). A problem of management comprises two subproblems: the country's division into districts and development of powers. The author has analyzed the value of budgetary power as the main one in the system of "center - 1st rank region", "1st rank region - 2nd rank region". The author considers a problem of the "golden mean" of budgetary relations: a balance between economic decentralization (a risk of loss of sovereignty, non-performance of large-scale national tasks) and overcentralization (conservatism, lag in development, irregularity of the country's development).
