The article concerns some aspects of regional strategic planning considering the social and economic difference of the regions. The region rating is based on a taxonomic index. The taxonomic index is an indicator of the social-and-economic regional development and it contains advantages of typology. The authors propose to rate regions by their types using ten or more social and economic indexes. Also, the authors offer to improve the formula of taxonomic index. The article contains the technique of setting the strategic regional goals and the indicative indexes of using rating and typology.
