The article deals with the main directions and driving forces of modernization, evolutionary and institutional sources of economic growth and development, interaction of the conservative and liberal institutional ways in evolution, compatibility and divergence of the levels of modernization changes starting with the global and up to the regional ones (the South of Russia as an example). The author analyzes the experience of modernization of the "economic-miracle" countries and regions, and he traces a trajectory of effective modernization strategy of the region.
