The article discusses the experience of innovation development of the Kaluga region. It analyses different tools such as technological (industrial) parks, cluster approach, creation of favorable investment climate due to infrastructural support and benefits. It considers as well the issues of resource provision. The conclusions of the author are of a recommendatory character. The proposals are aimed at stabilizing the innovation development for short and medium periods of time, and at sustained competitive advantage for a long time period.
