New approach to an assessment of a sustainable development of the regional educational cluster, considering system integrity of its structure is stated. The new methodology of calculation of level of the sustainable development, based on synthetic model of a dual educational cluster "cooperation – the competition" and indicators of the basic public relations is offered. States, opportunities and restrictions of a sustainable development of an educational cluster are considered. Methodical and practical possibilities of research of this problem are shown.
