In article an attempt of definition of problems of system modernization of Russia and priorities of modernization process is made. Popular macrotheories are considered: formational, civilization and modernization. A number of modernization concepts of the country in which as the general prerequisite the course on strengthening of its stability and stability acts is analysed.
