The analysis of starting conditions of development of innovative activity in federal districts and regions of Russia (on materials of the Kaluga, Bryansk, Voronezh and Tula areas)

The author carried out the analysis of the indicators characterizing starting conditions of development of innovative activity in regions. The factors influencing it which in modern economy gain essential value and possibility of receiving synergetic effect are defined. On the developed model the synergetic effect from interaction of nonlinear factorial sizes of regional system is calculated. It is established that for achievement of synergetic effect in the region it isn't enough to develop and use only institutional factorial opportunities. It is shown that linear factors without interaction with nonlinear are factors of motivational "insufficiency", can nullify results of innovative activity, interfering with development of innovative activity of regional subjects.
