In article institutional barriers and the elements of an all-economic context disturbing to the Russian municipalities to develop are considered and successfully to realize plans of strategic development. The key principles of the organization of local government which in the Scandinavian countries do it by strategically operated system are compared, and in Russia either are absent, or work incorrectly.
