In the article influence of the system of higher education on policy of innovative development of Russia is analyzed. System problems and contradictions in the mechanism of preparation of highly qualified personnel are revealed and ways of their overcoming at different levels of preparation are defined. The tools allowing dynamically to raise a role of educational services in improvement of innovative capacity of the country are offered.
