In the article the results of polls of residents of Kostroma about its main problems typical for a large number of the cities, located in the territory of the Russian Federation are presented. The conclusion is drawn on lack of possibility of development with use of mechanisms of filling of municipal budgets most widely used today. The main sources of the resources necessary for development are defined, and the concrete measures which realization will allow to receive the specified resources are offered.
