In modern conditions the active innovative development is a necessary condition for its competitiveness in the global economy. However, in practice management issues of measurement and evaluation of innovative development are not fully developed. One of the reasons of this is a low level of specificity acts legislatively prescribed provisions in the area of innovation. This article attempts to answer the question: what is innovation, both in terms of modern legislation, and with the position of the existing regional practices. On the example of the Kemerovo region considered the current characteristics and problems of policy innovation.
