Theory of human capital through the prism of financial security of formation in Finland

In the article the questions of reproduction of the human capital in Finland and, in particular, an investment into education are considered. The role of the state which provides realization of constitutional laws of citizens of this country on free educational services that gives the chance to Finland to reach leading position in the European innovative system is shown.
