The article is devoted to a problem of modeling of management process by social and economic risks at the level of the region. Mechanisms of insurance of risks are investigated, possibilities of formation of regional insurance companies are studied, the directions of interaction of subjects of the insurance relations in the region are presented. The research is proposed and the regional model of socio-economic risks in detail are described, which is based insurance mechanisms.
