In the article the results of empirical research of questions of efficiency of regional and municipal programs of energy saving in the Krasnodar area, and also barriers of not cost character on a way of introduction of power effective technologies to practice of economic activity are presented. The research was conducted by a method of expert poll. Processing of results is carried out by the methods of the statistical analysis and nonparametric statistics.
