In the article by means of the system analysis the institutional mechanism of stimulation of innovative activity of managing subjects on the example of the Volgograd region is investigated. Subjects of innovative activity, formal norms, informal rules, incentives and restrictions were object of the analysis. The conclusion is drawn that this mechanism is capable to continuous development and improvement by means of use of various combinations of restrictions and incentives for increase of its efficiency.
