In the article the analysis of efficiency of functioning of extensive innovative system of providing the state and municipal services taking into account current legislation requirements is carried out. Influence of a set of external factors on activity of the multipurpose centers of service is considered. The system of an assessment of their efficiency from the point of view of providing the standard of comfort and quality service is offered.
