In the article foreign and domestic experience of cultivation and development in leading regional higher education institutions of the enterprise environment is analyzed. Pilot results of the research directed on identification of innovative and enterprise capacity of the Russian higher education institutions are given, the prototype of the concept of a technique of creation of a domestic rating of enterprise higher education institutions is offered.
