In the article the methodological aspects of design of a uniform sanitary protection zone as innovative technology of ecological reconstruction of the urbanized territory are considered. The technological, climatic, ekologo-biological and the socio-economic factors defining efficiency of functioning of the special barrier territory, feature of gardening and planning, and also feature of long-term green plantings as territory assets are revealed. Instruments of fiscal stimulation of the enterprises to initiative design are presented. Expediency of design from positions of SWOT analysis is estimated.
