In the article the innovative activity generated by higher education institutions, interested in strategic development, both in the market of educational services, and in the market of innovations that will allow the Russian higher education institutions to make necessary breakthrough to take the corresponding place in world economy is analyzed. By the author it is revealed the stages, the forms and the methods of control over innovations in higher education institutions develop according to the changing economic environment, the tendencies in legislative and educational spheres.
