In the article features and fundamental approaches on modernization and increase of productivity of an information and communication exchange with use modern information satellite and GSM technologies are considered. Specifics of the organization of system of transfer of disturbing messages on the emergency situations, directed on safety of mobile and stationary objects in the remote regions of the Russian Federation are revealed.
