In this article meanings and a concept evolution an educational and scientific and innovative complex is considered. The analysis of the Russian and foreign approaches to meanings of this term is carried out. The author's interpretation of essence of ESIC is presented. Positive aspects and potential of an educational and scientific and innovative complex as factor of a sustainable development of institute of higher education, innovative business and region as a whole are revealed.
