Preliminary evaluation of government programs in Moscow on basis of regional experience in program-oriented budgeting

In the article the questions of increase of efficiency of the budgetary expenses and improvement of a control system by them at regional level are considered. The presented technique of an assessment of projects of state programs intended to improve the preliminary financial control of these programs, to increase quality of management of the budgetary expenses. The results of the analysis of regional experience of standard and methodical ensuring program planning are a basis of a technique.
