In the article functions which have to realize rural territories for advance are allocated. By results of the analysis of indicators of development of rural settlements of the Kemerovo region the main negative tendencies inherent in these process are generalized, features of rural settlements as social and economic system in the conditions of the industrial region are noted. The recommendations on creating favorable conditions for formation of the special integration structures working in rural communities are made.
