Public health care as main factor of human capital formation (on example of the Ulyanovsk region)

In the article the research of dependence of between human capital and the health system.. The level of health care of the Ulyanovsk region population in comparison with the data in the Russian Federation is analyzed. Some problems of demographic development of the region are identified. A range of measures aimed to increase the quality of health care are offered.
