Russian and foreign scientists’ views on the problem of division into districts and delimitation northern territories

The problem of division into districts and delimitation (border definition) northern territories – is one of the major challenges facing our country. In present article some aspects of the Russian and foreign experiences about regarding definition of northern borders were considered, advantages and shortcomings were revealed. To sum up with that division into districts northern territories had to become a basis for creation the Concept of development northern territories or for elaboration Strategy of socio-economic development of the North.
