In the article the problem of discrepancy of characteristics of manpower of the Russian regions to new inquiries of the economy formed proceeding from objectives of modernization and innovative development of the Russian Federation is analyzed. Theoretic-methodical approach to an assessment of level of readiness of the region to creation of hi-tech workplaces and innovative modernization is reasonable. The classification of the regions of the Central federal district by levels of readiness for creation of hi-tech workplaces is offered.
