In the article it is noted that the most important direction of development and country functioning at the present stage is creation of innovative economy. This economy is based on new technologies, knowledge, mass demand for innovations. In Russia there are some positive moments of its construction. However the modern innovative economic system demands further improvement and a choice of mechanisms of its activization at regional level.
