In the article the analysis of the influence of institutional factors on the development of resource saving technologies in the regions is given. The priority objectives of forming regional policy in order to cope with fragmentariness and inefficiency of existing institutes are determined. The necessity of infrastructure and communication assistance, methods and procedures of budget resources distribution, new forms of technological development regulation and increasing the efficiency of intersectional cooperation is explained.
