In article it is noted that innovative development of economy and techno-sphere, modernization of social, ethno-cultural and institutional systems is the most important problem of the Russian society. Development of complex, scientifically reasonable approach to a data control processes will allow is balanced to transform social and economic system of the country, its regions, to reach with the smallest risks of goals.
