In the article the concept of system of territorial megaproject "Ural Industrial - Ural Polar", which is the main focus of the "Strategy of socio-economic development of the Urals Federal District for the period until 2020" are studied, the stages of life cycle of the Ural mega (2006-2012) are revealed, the reasons for the rebranding are investigated, the risks are analyzed.
