The article is devoted to identification of a tendency of creation at the initiative of farming of active investment and innovative zones which promote the simultaneous solution of three interconnected problems of development of agriculture - ensuring increase in production and satisfaction of public requirements for agricultural production, increase of return of natural resources at environment preservation, improvement of level and quality of life of country people.
