The budgetary reform and introduction of strategic planning in the regions define high relevance of the problems connected with development of the budgetary strategy and justification of long-term goals of development of regional economy. The algorithm of development of the budgetary strategy on the basis of the main directions of the regional policy, assuming formation of zones of administrative influence is presented. Strategic tasks and requirements to which there has to correspond the budgetary strategy of the territorial subject of the Russian Federation are revealed. The analysis of social and economic development and approbation of the offered approach on the example of the Tula region are carried out.
