In the article the concept "modernization" is improved, the typology of industrially developed and industrially lagging behind federal districts of Russia on the basis of a basic indicator "costs of technological innovations of the industrial enterprises" is created, the characteristic of industrially developed region is submitted, recommendations about modernization of the industry of regions are made.
