Regional problems of formation of innovation systems in Russia

In the article it is noted that in transition of the Russian economy to an innovative way of development, the factors interfering formation of steady regional innovative systems and development of innovative activity in regions of Russia are revealed. The author systematizes the available approaches to the solution of these problems, and also offers own approach. Elimination of the specified problems is capable to change nature of economic growth, to stimulate social and economic development of regions.
