In the article definition of "innovative activity" is proved and formulated. Regularities and features of processes of formation of innovative activity in a services sector are opened. Concrete features of formation of this activity at the services sector enterprises are allocated, the problems, braking its development are presented. It is emphasized the organization of system innovative activity in the region.
