The article is devoted to institutional contradictions and problems of managing change in the socio-economic systems at different levels. Functions of public administration for federal and subject executive bodies of the government are systematized, set of the factors influencing development of domestic economy is defined, specifics of existing institutional development of the Russian enterprises is shown, areas of institutional changes and forecasts of their results in the conditions of innovative development of social and economic system are revealed
