In the article it is provided the retrospective comparative analysis of structural changes in the Russian economy, regions and the largest cities. Authors reveal the size of structural shifts in economy on the basis of calculations of factors of Salai structural shifts and quadratic factor of absolute structural shifts. The structural shifts which have occurred in Ural economy and four largest cities in more detail are considered.
