In the article it is marked that in the regions it is necessary to begin the modernization with profound changes in the economy, with the revival of industry in the new technological basis, with the formation of its reproductive structures. Internal and external conditions are forcing regional authorities to carry out its complex, both in the short term, covering all spheres of public life.
