In the present article the analysis regional innovative an infrastructure is presented. Efficiency of functioning of system of institutes of development is empirically researched, strong and weaknesses of institutional structure of regional innovative system are revealed. Necessity of the analysis of institutes of regional development, both on regional, and on federal level is caused.
