In the article the concept of the budgetary policy focused on result, tools of the given method of budgeting, and also a role of the regional and municipal finance of this question is considered. As a practical example the accounting given Administrations of the region, Kontrolno-Audit Chamber of a city of Volgograd, the Volgograd municipal duma are cited. Also it is shown that in management sphere a number of the problems connected with the municipal finance exists the public finance.
