One of the most effective modern forms of realization of the nonlinear model of innovation activity, which can maximize externality, is the creation and development of scientific and innovation networks, including inter-regional. Despite the abundance of various objects of innovation infrastructure in Russia, which are so-called networks, the process of formation a complete network structures in science and innovation is still at an early stage. This paper presents the results of developing and testing a mechanism to create multi-level information space of inter-regional scientific and innovation networks using open innovation and crowdsourcing models.
