In the article it is marked that Russia as a state with a transitional economy, has the most acceptable way of the development for solving the problem of creating high-tech material and technical basis of the national economy. It is offered the theoretical and methodological position to conduct a coherent and balanced policy changes at all stages in the region. It is specified in gradual strengthening of influence of modernization on qualitative change of all parties in the regional economy.
