The article proposes mechanism of formulation of regional socioeconomic policy. Features of realization of a socioeconomic policy in regions of the North of Russia are revealed. The special attention is given to the characteristic of the structural-functional blocks that exert an impact on setting of strategic goals and tactical tasks of regional development of northern territories.
