The problems of tourism development in regions are within the competence of Russian Federation region controls. The legislation defines conditions of regional programs of tourism development working out. However there are no scientifically well-founded recommendations about a choice and formation actions of program. In the article it is provided the review of methodical approaches complex, developed by authors, to working out of the regional program tourism development.
