In the article campaigns to the clusters theory, being in a stage of formation are stated, the comparative analysis of essence of cluster concepts and territorial and production formations of the Soviet type and the vertically-integrated associations is spent. The basic advantages and problems of progress clusters in the Russian Federation are defined. For progress of competitive cluster stages are defined and the model of organizational-legal structures on creation dairy cluster in the Nizhniy Novgorod area constructed on principles of non-profit partnership is developed.
