The cognitive approach to the study of evolution conditions of the regional system

In connection with crisis and post crisis processes of world economy the problem of steady economic development sharply faces Russia especially in connection with its transition to new forms of the state, economic and social relations. From the theoretical area, researches of problems of a sustainable development of systems we pass in the practical area of workings out and introduction.
     At studying and modelling weakly structured social and economic systems more and more wide circulation is received the cognitive approach and the scenario analysis. The models is presented in work in a kind of cognitive cards - graph models, display complex interrelations between subsystems and elements of the objects which can not be given in the strict quantitative description. For modelling of processes of regional development the scheme of interrelation of the basic subsystems forming the social and economic regional mechanism has been offered.
