The article analyzes factors in sistemoobrazovaniya in insurance of agricultural risks necessary to create a sustainable, self-perpetuating in time the national insurance system. The emphasis is given to the condition that a backbone element should be set no insurance companies, and collection of potential policyholders - rural producers.
