The effectiveness of executive authorities in the regions of Southern Russia

In this article it is presented the general tendencies of regional administration systems improvement under the conditions of realizing administrative reform and informatization development. The author proposes a methodology of regional administration performance evaluation on basis of integral evaluation of effectiveness and economic activity of executive bodies, agent of administration functionality and potential of agent of administration modernization using rating technologies. The author created an information analysis system of regional administration performance evaluation which approbation was made on basis of regions of Southern Federal District of Russia.
