Concrete receptions of use of theories of poles of growth and the theory of clusters for the strategy of social and economic development of the Ulyanovsk region till 2020 are presented. The description of the basic territorial clusters, making a strategic basis of development of economy of region is resulted. It is ascertained that the data available by this time, under the realized projects in region territory confirms realness of corresponding theories of regional economy in modern conditions.
