The author suggests to use concept «regional social-economic system» (further – RSES) for the analysis of efficiency of a developed regional policy, and also allocates levels of hierarchy RSES depending on a country state system. In article the technique of the coordination of planned documents RSES of different level of hierarchy which will allow to prove their development by criterion of of the population life quality is offered.
